The message is sort of confusing, but from what I can gather, they are giving out $100 gift cards starting at 2pm on Friday, until they run out. More on Saturday if they don't run out.  They only have 100.

Oregon City - June, 24, 2021: By visiting the Clackamas Town Center on Friday, June 25, you can escape the heat, get a vaccine, and get a chance to win a $100 gift card. If we have gift cards left over, we will distribute them Saturday, June 26 until they are gone.
 
As an incentive to boost vaccination rates in Clackamas County, the State of Oregon will be giving away 100 $100 gift cards to residents who get their COVID-19 vaccines at the Clackamas Town Center. Gift cards will be distributed from 2:00 p.m. until they are all gone. The mall clinic will be open from 11 a.m. until 7 p.m. on both Friday and Saturday.
 
If you're already vaccinated, you are eligible to win up to $1 million in the state's "Take Your Shot, Oregon" campaign. All vaccinated Oregonians age 12+ are eligible for the chance to win money and scholarships:
 
  •  One $1 million winner
  • Five $100,000 Oregon College Savings Plan education scholarship winners (for young people under age 18)
  • One $10,000 winner in Clackamas County (and the 35 other Oregon counties)
 
You are automatically entered when you receive your vaccine. The drawing will take place on June 28, and names will be announced the following week. Learn where to get a vaccine on our website.
 
As of 6/23/2021, 68.9% of Oregon's eligible population (18+ years) has received at least one COVID-19 vaccine dose, according to the Centers for Disease Control and Prevention. To fully reopen, we need to reach 70 percent vaccination according to Governor Kate Brown's goals.
 
"We realize many residents are feeling impatient about reopening more fully," said Clackamas County Director of Public Health Philip Mason-Joyner, "but our caution has saved thousands of lives. Oregon has one of the lowest COVID-19 case and death rates in the country. Vaccinations save lives."
